PSEC approaches special education as the catalyst for systems change for the benefit of all students. Rather than fixing special education while the rest of the system stays the same, developing all staff capacity via Co-Plan to Co-Serve to Co-Learn (C3) Teams advances high-quality teaching and learning for all students. In so doing, the PSEC Four Domain Framework and Systems Change Process increases student achievement for all students, including students with disabilities, and eliminates disproportionality in special education.
The PSEC Four Domain Framework and Systems Change Process centers on pragmatic, actionable implementation steps. The steps include developing staff capacity for students with challenging behaviors, students with significant intellectual disabilities, and proactive IEP development.
At the Proactive Special Education Consultants Part II Institute, educators from districts/schools who wish to learn about Co-Plan to Co-Serve to Co-Learn C3 Teams will engage in an interactive learning experience to:
- Extend the implementation of Domains 1 and 2 in their schools and districts, and
- Engage in deep, practical learning of Co-Plan to Co-Serve to Co-Learn (C3) Teams (Domains 2, 3, 4)
Throughout the event, teams will access their custom-designed Proactive Special Education Consultants Digital Modules to support their learning.

Where is the Proactive Special Education Consultants Part II Institute held?
Part of what’s great about the Proactive Special Education Consultants Part II Institute is that it is held virtually! This allows teams to save on travel costs, which many districts use to send more team members, thus allowing for a robust team, representative of all staffing and leadership levels, to attend.
What to expect?
As co-hosts and facilitators, Dr. Colleen Capper and Dr. Elise Frattura bring a combined history of over 67 years of distance and adult learning experience to the 2025 Proactive Special Education Consultants Part II Institute. We rely on a facilitative learning process where whole group, small group, and individual learning needs are centered, allowing for deep learning, inquiry, critical reflection, and collaboration.
Who is the training for?
We invite individual educators and school, district, regional, and state K-12 teams for this powerful learning opportunity. The Proactive Special Education Consultants Part II Institute is for teams who have completed Part I (if you have team members who have not completed Part I, they should attend the Part I).

The PSEC Part II Institute builds the “collaborative equity capacity” of the entire organization through team implementation. The Institute relies on intentional teams to learn how to bring the Proactive Special Education Consultants Framework and Process to their setting.
Will you provide a workshop for our event?
Moving beyond piecemeal efforts, the Proactive Special Education Consultants Framework and Systems Change Process advances systems change–from a deficit to a proactive system.
This Framework and Process is not an initiative, a model, or a workshop. The Proactive Special Education Consultants Framework and Systems Change Process forms the core and provides a framework for all of the organization’s work.
We can provide a one-half day overview of the Proactive Special Education Consultants Framework and Process for districts as a way to introduce the work.
